Three candidates are summoned to determine who will become the next queen of the magical kingdom of Juraihelm, Romio, Ramia, and Tsunami. Of those three, Tsunami is chosen, but she first has to restore the balance between good and evil by choosing a representative on Earth and having her do good deeds. Tsunami picks Sasami Kawai, an ordinary Japanese schoolgirl, and goes to Earth to tell her that she will become a "magical girl". She also brings with her Ryo-Ohki—a boy taking the form of a cabbit—to help her out.

However, Ramia refuses to lose to Tsunami and goes to Earth, along with her brother Rumiya, to acquire her own "magical girl" to undermine Tsunami's efforts. After reluctantly receiving a magical baton from Tsunami, Sasami tries to deliver a CD, but ends up being trapped and meets a mysterious evil magical girl.

It has been one year since the passing of the previous queen of the of Juraihelm. Three candidates, Romio, Ramia, and Tsunami are summoned to the ascension ceremony for the 208th queen of Juraihelm, and the council of the ceremony asks each of them what they would do for the kingdom. Romio answers that she will continue the work of the previous queen. Ramia answers that she will combat Juraihelm's decreasing population and encourage people to pledge allegiance to imperial rule. Lastly, Tsunami answers that she will plant flowers throughout the kingdom. Considering Tsunami's ridiculous answer, Ramia expects that she'll easily be chosen, but to her shock, Tsunami is chosen instead, and Ramia is unceremoniously ejected via a trap door in the floor.

The council informs Tsunami that before she can truly become queen, she must restore the balance of Gemini, which has tilted toward evil in the absence of a queen. To that effect, Tsunami must select a kindred spirit on the planet Earth who will bestow to them the light of goodness. Tsunami says that she has chosen a human girl, Sasami Kawai, and departs for Earth. She instructs Ryo-Ohki, who she has changed into what she believes is an Earth cat, to begin living with Sasami and meet her before she does.

As Tsunami prepares to leave, an angry Ramia returns to her younger brother Rumiya and quickly hatches plan a plan: if Tsunami's kindred spirit fails to do her job, then the council will choose her to be the queen of Juraihelm instead of Tsunami. Thus, she drags Rumiya to Earth to select her own kindred spirit.

On Earth, Sasami Kawai is nearly late for school before being driven by her father Ginji on his motorcycle and then meets with her best friend, Misao Amano. Her class's representative, Eimi Date, threatens to report Sasami to the teacher because she's not allowed to use a motorcycle to get to school, but they are interrupted when Ryo-Ohki suddenly lands on Eimi's, and Sasami and Misao make a run for it.

At school, Sasami's teacher, Mihoshi Mizutani, asks the class what their future dreams are. When Misao's turn comes, she is almost too shy to say it out loud, but she says wants to become a pianist. However, nobody heard her. Sasami intervenes by stating her own future dreams: to become a kind mother like her own, meet a cool husband like her father and live happily ever after.

Leaving school, Sasami and Misao run into Ryo-Ohki again, and Sasami decides to bring him home with her to reward him with milk for saving her earlier. At home, Sasami's mother, Honoka—who runs a CD store connected to their house—tells Sasami that there is a beautiful older girl who is looking to "scout" her. Sasami finds this person, who introduces herself as Tsunami.

Meanwhile, Misao returns to her luxurious but empty home. She laments that she is always alone since her mother is constantly away working, while her father "isn't coming back here". However, she is interrupted by Ramia and Rumiya (who has taken the form of a bird) as they let themselves inside. Misao attempts to escape, but Ramia stops her and begins to hypnotize her.

Tsunami informs Sasami that she wants her to be "Pretty Sammy", a magical girl, but Sasami is hesitant to become one, as she doesn't know what to do. Tsunami then hands her a magical baton, which Sasami calls "crummy", but nonetheless attempts to use it since she could gain magical powers. After chanting the phrase "Pretty Mutation Magical Recall", Sasami transforms into Pretty Sammy, but immediately tries to give the baton back to Tsunami because she doesn't want to wear such an embarrassing outfit. However, Tsunami has to return to Juraihelm leaves, placing Pretty Sammy in Ryo-Ohki's care.

At the same time, Ramia places an order for a CD at Honoka's store and instructs the now-hypnotized Misao to give Tsunami's chosen girl a hard time. She leaves Earth for Juraihelm, but leaves Rumiya and tells him to handle things.

Sasami attempts to escape from Ryo-Ohki by leaving him with Honoka while she handles the delivery of the CD. Nonetheless, Ryo-Ohki starts chasing her throughout the neighborhood before Sasami escapes again. She arrives at what is supposed to be the address for the delivery, but she discovers that it's an empty lot. Suddenly, Sasami finds herself trapped inside while a mysterious blonde-hair girl reveals herself and welcomes Sasami. When asked by Sasami what her name is, the girl nearly answers, but instead, due to the episode having already run out of time, she breaks the fourth wall and tells the audience that she'll tell them next time.

Trivia

  • This episode features two back-to-back Easter egg cameos of characters from El-Hazard, another anime series produced by AIC, during the classroom scene.
    • For the first one, Konoha—one of Sasami's classmates—when asked about her future dreams, answers that she wants to conquer the world with her cousin. The following visualization shows a person whose face is partially concealed with a black bar, but can still be easily identified as Katsuhiko Jinnai, the main antagonist of El-Hazard.
    • For the second one, another of Sasami's classmates, Kyoko, answers that she wants to be a housewife and do cosplay with her child. In the following visualization, Kyoko is cosplaying as Alielle Relryle, Princess Fatora's lover, while clutching her child who has the same spiky, orange fur as Ura—a shapeshifting cat that series protagonist Makoto Mizuhara wears as a piece of armor.
  • In the same scene as above, a boy in the background can be seen wearing a pair of glasses along with having a comically large red nose and oversized lips. This is all but certainly an homage to Kazuhito Amagasaki, a minor character appearing in Tenchi Muyo! Ryo-Ohki and Tenchi in Tokyo.
  • During the scene where Sasami is about to meet Tsunami, she is talking to her mother in CD Vision; there is a song playing in the background called "99人の敵" by Etsuko Kozakura, off of her 1996 album "それでいいのだ". Kozakura is also the voice of Ryo-Ohki in this series.
