Under the pretext of putting it to use after Seiryo's defeat, the Galaxy Army, a branch of the Galaxy Police, forcibly confiscate the Kamidake and later arrest Amane, Kiriko, Ryoko, and Neju when they try to stop them. Seina alone tries to pursue them, but his ship is attacked and he crash lands on a planet, where he finds a village of Wau suffering at the hands of pirates.

While Seina has gone back to his basic training of stamping mail and gets into another bout of bad luck shenanigans, a representative of the Galaxy Army meets with Airi and Mikami and tells her that they want to take control of the Kamidake. Airi asks him if they want to start a war, but he insists that they just want to prevent the Kamidake from being wasted. He tells her the documents from the Galactic Union will come shortly, meaning that the decision was already made, and leaves.

Amane, Kiriko, Ryoko, and Neju meet with Airi and Lady Seto and are rightfully angry that their ship is suddenly being confiscated. Kiriko and Amane bring up how the Kamidake is now linked with Mizuki, and that Washu gave the ship to Seina as a gift, respectively. However, Airi mentions that the ship's documentation is incomplete, so technically it's classified as a "remodel" of the original Kamidake and thus belongs to the Galaxy Police. Seto and Airi tell them that, regardless of any potential bureaucratic delays they could try, the Galaxy Army is determined to get the Kamidake because of how technologically advanced it is.

Undeterred, Kiriko and Ryoko—who temporarily transforms back into Erma— run back to the Kamidake to separate it from Mizuki and complete its registration, but the computer systems are running extremely slowly. Amane, meanwhile, tries to find Seina, but he's still busy trying to feed a pink dinosaur that he was assigned to take care of without being eaten himself.

Amane then returns to the Kamidake, though she learns that Neju went back to her mansion with Fuku because it was her lunchtime. They believe they have enough time to register the Kamidake as long as the Galaxy Army doesn't do anything, but GA personnel suddenly enter the ship and confiscate it from them. Meanwhile, Fuku gets captured with a carrot-laid trap and is also captured by more armed GA soldiers, and Neju gets subdued before Seina arrives home.

While Amane, Kiriko, and Ryoko watch as the GA flies away with their ship, Seina takes control of Kiriko's personal cruiser and calls the GA representative, demanding they return the ship. The representative apologizes and says that they're merely following orders issued by the Galactic Union and hangs up. Thankfully, NB is beside Seina, and he tells him that he'd just accessed the female dressing room aboard the representative's ship in an attempt to get turned on. It doesn't work, unfortunately, but that, in addition to revealing that Seina's ship has deep-space capabilities when Seina was unaware, means they can now track them.

Getting out of hyperspace jump, Seina continues to pursue the GA ship, ignoring his ship's warning that they're entering private space. Meanwhile, Amane, Kiriko, Ryoko, find Neju at home and learn what happened to Fuku. Airi soon enters and tells them that both the Kamidake and the GA ship escorting it failed to arrive at their scheduled destination. Suddenly, they're met by GA soldiers led by Misao Kuramitsu, who place Amane, Kiriko, Ryoko, and Neju under arrest on suspicion of aiding in the destruction and hijacking of transport ships. While he begs Amane and Kiriko to not call him "Misao-chan", he explains that Seina is suspected of destroying the transport ship carrying the Kamidake and commandeering his ship.

Seina's pursuit leads him near an Earth-like planet, but his ship is suddenly fired upon by pirates ships and is forced to crash land on the planet.

Amane, Kiriko, Ryoko, and Neju are placed inside of a luxurious castle under house arrest by Misao while they conduct their investigation. He says that they're free to use whatever is here, but he subtly looks toward something under covers next to them. When he leaves, they find out that Misao was hiding a supercomputer, and that he actually wants them to find out what's really going on.

Soon after Seina crash lands in a desert, he comes across two pirates intimidating a Wau boy and asking him if he'd seen Seina's ship, and they are about to kill him after accusing him of being a water thief. Seina intervenes with a laser sword, but his bad luck and falling boulders are what subdue the pirates. The boy takes Seina back to his Wau village, where the elder claims that Seina is the "legendary hero" that will save them. While the boy explains the elder says that same thing for every stranger who wanders into the village, the elder insists on holding a celebration for him.

Soon after, Galaxy Army soldiers come across the two pirates and Seina's ship. They couldn't divulge any information from the ship, but they did manage to find NB, who still can't arouse himself even while wearing Kiriko's panties.

At the celebration, Seina is being comforted and has his face rubbed by a trio of Wau women while the boy tells Seina about the pirates. According to him, they suddenly showed up and built a base on this planet after its previous owner died and have made their lives difficult, including by sucking up most of the ground water and forcing him to try and steal some from them. The elder mentions that these pirates are from the Shank Guild, and Seina puts two-and-two together and figures out that Tarant Shank and the Galaxy Army are collaborating somehow. Indeed, Tarant is in the pirate base where his scientists are holding Fuku. They've managed to sever her link with the Kamidake, but they're unwilling to dissect her and their cloning attempts have failed.

Seina wants to rescue Fuku, but Tarant learns of his presence and makes the first move, attacking the village with tanks. The elder leads the people to safety inside a temple that the pirates don't know about. There he shows Seina the "god" they worship, which is what appears to be a giant stone statue.
