"Strategy" is the sixteenth episode of Tenchi Muyo! Ryo-Ohki.
Plot
While Tenchi was asleep, Noike does something to Tenchi as she stands by his bed. That morning, Tenchi collapses while the girls bicker incessantly to him. In Tenchi's room, Washu concludes that he suffered a minor heat stroke. To take care of him, Washu leaves Noike in charge of taking care of Tenchi. Although the girls try and dissuade Washu, she stands her ground and sets the girls straight. Meanwhile, Noike looks after Tenchi and soon he awakens. She reassures Tenchi that all will be fine and once he's settled in, Noike goes out to do some chores. As Noike performs some chores, she talks with the girls all of whom ask about Tenchi's condition. Afterward, Noike talks with Katsuhito to inform him of Tenchi's situation. Though thankful for Noike's attentiveness to Tenchi's well being, Katsuhito calls her out for her "True Goal". Although called out, Noike requests a favor from him.
Time passes and Ryoko and Ayeka both talk about their disdain over Noike. The person of the subject overhears them and reveals her true goals to the two. That next day, Tenchi recovers from his mild heatstroke and when he sees Noike sitting by him, asleep and in a tizzy. Tenchi awakens Noike from her sleepy tizzy and after a brief talk, she takes him to her ship for some lunch. On her ship, Noike reveals that her ship a closely guarded is a closely guarded "State Secret". Furthermore, she reveals that Tenchi is also one too, to which astonishing him. Afterward, the two enjoy lunch together and are joined by Kyoko, the ship in her terminal form. After they're finished eating lunch, the two take a bath together in Noike's bathing room. Here, Noike reveals Kyoko's backstory as a 3rd gen Juraian Treeship. She also talks about her recurring dream involving someone that reminds her of Tenchi.
The following day, Noike arrives at the household with a blue truck she got from Katsuhito and shows off her new shorter hair cut. Elsewhere, Minami argues with Nakita over the use of the Choubimaru ship to extract Mihoshi. Closing in on Earth, Mihoshi's younger brother Misao plains to invade Earth to rescue her sister.
